Default hooks in poured concrete foundations

Could you explain the clips/hooks in the poured concrete foundations. House is about 4 years old.

Default Re: hooks in poured concrete foundations

Wall ties for concrete forms. Normally you'd knock the ends off the ties after the forms come down, and patch over the holes. Ties have notches in the band that make knocking them off easier.

The ties should have been knocked off and grouted. Could you see them from the exterior?? They are a great place for a leak as they go entirly through the wall. I have seen these not grouted properly and water pouring in.
