Default Joist support

During my HI training program I found this joist cut off (from right side) and supported this way in the basement .

A friend of mine was looking to buy this house and asked me if I wanted a first crack at this to help me with my HI trainning and experience. I used checklist and demo of Homegauge to create the report. I reported it as inadequate support of floor joist. There is a great risk of damage to drain pipe. How would you report this? thx Adam
