One post footing at bottom of basement stairs has some concrete broken away. Posts are boxed with drywall making it dificult to determine support of post. How should this be reported? Should this be deferred to building contractor or structural engineer?

Disclaim the condition of the posts since you can't see them.
A structural repair should be approved by a structural engineer. It's a repair any competent foundation contractor should be able to handle. That's what I'd tell them.
