Default Missing lintels?

Is this actually a problem? All the openings in this foundation seem to be missing lintels. The blocks are closed. Is there a site explaining this application if correct?

Those are pre-cast lintels.

Not sure, they are slightly lighter in color than the surrounding block and all look good with the exception of the third photo. (minor deterioration)

What I see is what they call a Bondbeam Block or knockout bondbeam.
