Is it permitted to notch a bottom plate of a load-bearing wood stud wall? I understand the restrictions for top plates. But I can not find anything about alterations at bottom plates.
Anyone?

yes its permitted as long as there are no vertical loads coming down over the notch like under a post or such. If you weren't able to notch the soul plate how would you not trip on the plate when going through a door way.
