Default Sill not continuous

I was inspecting this house and found the rear of the house had "sill blocks" at the piers but they did not span the foundation between the piers. The other sides of the house were correct. I know this is not acceptable but as a new inspector I would like some input on my recommendations to the client.

It's acceptable. I called my AHJ and spoke to a builder about it.
