Wet Crawl Space

I am in the Hampton Roads area of Virginia. I have seen several crawl spaces that have had water in them. I am going by the silt left on the Vapor Barrier. When is a good idea to blow sand into a crawl space? I have heard some different thoughts from older Realtors.

High water table in area? Drainage issues? The problem needs to be identified and corrected instead of absorbing it..
