This would be acceptable. 11 36.67%
Acceptable by most standards provided the second floor has an occupant load less than 10 1 3.33%
Most standards stipulate that Guardrail height shall be 42 inches high 17 56.67%
Acceptable design by most AHJ's if children under 12 are not allowed on the second floor 1 3.33%
The AHJ may have approved if the owner certifies that no tenants with children under 10 0 0%

Default Commercial Inspection - Balcony

Let's see how well this goes.

On the second floor of a 4-plex, the common balcony serving the two tenants has guardrails that are 36 inches in height.

36 inches is the minimum.

Are we inspecting this as a commercial property using the IBC or a 1-4 residential property using IRC or is neither of those applicable?

IBC and UBC. I don't believe that the IRC covers 4-plexes. Correct me if I'm wrong. Wouldn't be the first time or the last.

No, you are correct.....IRC is 1-2....my bad! With that in mind then I'd say that was an R-2 occupancy, right? I voted above then.
