Commercial Inspection - Balcony
Let's see how well this goes.
On the second floor of a 4-plex, the common balcony serving the two tenants has guardrails that are 36 inches in height.  www.buildingcenter.org Quickly determine the date of manufacture, age or production of most HVAC and Water Heating equipment

Are we inspecting this as a commercial property using the IBC or a 1-4 residential property using IRC or is neither of those applicable?

No, you are correct.....IRC is 1-2....my bad! With that in mind then I'd say that was an R-2 occupancy, right? I voted above then.
