The difference is card not present higher- Moto rate. And card present lower- swipe rate. Eliminating the risk factor lowers processing cost.

If you're located in the USA and have access to this "deal", then it's a no-brainer for sure. But if you're not in the USA and it's Paypal or the banks .. then unless you have a really high volume, Paypal wins every time.
