Default Clarification is required

I recieved this notice from the TSSA

Natural Gas and Propane Fired Boilers with an Input less than 300 000 BTUH installed in a Residential Building Intended for One or Two Families

This would be an added cost to our clients if they need to replace an old boiler. I would be glad to recieve some feed back on this.
