In the article a moisture barrier such as plastic was mentioned. Why would somebody do this? Would it not condensate since moisture does rise?

"Seal any gaps with an expanding foam caulk or other permanent sealant. Also, check to see whether there is a vapor barrier such as tar paper or a plastic sheet under the attic insulation".
