Generally, Home Inspectors should be able to remove the cover on an electrical panel. That being said, there are some types of panels that have problems when removing the covers and some panels that are so obsolete there is no reason to open them. It all depends on the conditions of the panel and surrounding work space. Each inspection is unique and without specific information, a blanket statement of yes or no is not possible.
