Is it code in the state of Ohio for a replacement roof to have to be felted?

I'm from Michigan, so I dont know Ohio code, But for a reference, MI does require it on a tear off/replacement situation. Mi also requires the use of Ice and water shield at least the first 3 feet off the eave. A shingle-over situation would be different, but those are not recommended most of the time.
