An offering.

Licensing should regulate education and experience only. The Standard should be very simple. "Inspect the foundation, roof, plumbing, etc to a recognized trade association standards of practice." Very much like California does it. That puts InterNACHI in the drivers seat and offers much more to members. Defer ALL enforcement and complaints to the civil courts.

This system lets professionals structure their business standards and assures education and experience.

E&O is a business decision. Kansas limits of liability merit discussion. General liability perhaps a requirement.

Its really simple to regulate if you limit governmental enforcement powers and prevent people from writing rules that control competition with false public protection arguments.

Well since you put it that way, then yes I agree. I would rather the Standards be deferred to a trade group. So for education/experience, then licensing would acceptable.

I purchased E&O prior to our mandate from on high. I believe it should be a business decision as well.

So...how do we make this happen?

Work with others (trade groups) to develop the idea. Include TREC and TAR in the discussion once concept stage is done. No problem to discuss it with them. If they support the idea, great. If they oppose it no problem to share the idea with them.

The plan can work if structured carefully. There are still a few kinks to iron out.

Will post on a different subject thread soon. Maybe some ideas will come about.

I am kind of worn out after 25 years of politics. I cannot help having ideas but others need to do the marching.

Yep, like John says. Also, consider attending and participating in regulatory sessions like: http://www.capcityinspections.com/blog/?p=886 . John's worn out after 25 years, it only took 7 years to wear me out. The ball is in other's court now.
