The City of Tampa has some kind of inspection program in place for rentals now - it includes fines for repeated violations.
I don’t know who performs the inspections, but I have never heard them being done by independent contractors
Many municipalities have a rental inspection performed by the local Building Officals office. It does pose a burden and costs to landlords. Once again a few bad apples spoil the bunch.
