Radiant barrier foil

I did an inspection yesterday and found a “radiant foil barrier” on top of the cellulose insulation in the attic. I know they sell this stuff as keeping the house more energy efficient, but it doesn’t make sense to put it on top of insulation, particularly the white fluffy cellulose. I would think it would compact he insulation and reduce efficiency, Is it not a problem also with moisture?: It seems it would create a moisture barrier on top of the insulation.

Any info/advice?

That is not the way to install a reflective radiant barrier. It will trap moisture and become worthless when covered in dust. Recommend removal.
