The NYSDOS link to the HI licensing law currently in effect (NYS
Consolidated Laws, RPP - Real property, Article 12B) can be found here

It became effective on 12/31/05, so the grandfathering provisions (e.g.
250 inspections and 3 yrs experience) to obtain a license before the
law becomes effective are no longer applicable.
Also, NY allows a Licensed Home Inspector, Licensed Professional
Engineer (PE), and Registered Architect (RA) to perform home
inspections. However, NYSDOS has interpreted that if a PE or RA
opens a business solely to do home inspections, then they must also
obtain an HI license by paying a fee and submitting a copy of the PE or
RA license and proof of insurance (other requirements do not
apply). In addition, the 40 hours of unpaid field training
(education option) and the 100 supervised inspections (training option)
can be under a licensed HI, PE, or RA (Sect 444.e.1.b of the law).
The NYSDOS has an excellent FAQ from the main HI web page on home
inspection licensing requirements and info at the following link ...
