24 inch center to center Floor joists

My question, Why would a contractor place floor joists on 24 inch center’s with a 3/4 inch plywood floor deck? Floor joists are 2 x 10. This is needless to say, floors are sagging and bouncy. I have my suspicions, just like to hear some other theories if you don’t mind.

He must have read the I R C and figured the L/360 was good enough for this guy, and I make money on this job.
I believe he was across the street this noon checking out a new pick-up truck.

Thanks everyone for your replies. This was an interesting inspection and pretty much has convinced me that anyone building or doing a major remodeling of their home should have an inspector checkup on the contractor during the building process. The original home was completely destroyed by fire and was rebuilt. Not only were there issues with the floor, the roof structure and framing where visible have major issues as well. The contractor took total advantage of the homeowner (elderly woman) and most likely will be sued because of their poor workmanship. Pictures are worth a thousand words. Oh, yes, didn’t want to forget this, No permits were issued for the construction of this home by the city or county. Hate to be in this contractors shoes.
