Is anyone familar with this product? Is it considered particle board? Can hardwood flooring be installed over it?

Charlie, yes hardwood can be installed over it (proper thickness). I have seen it in Moisture Resistant and Flame Retardant applications.

Yea
Same stuff they use as a subtrate for melamine.
Fairly stable if, as Dale said, used in proper thickness. Personally I prefer plywood.

Adequate for hardwood floor but not for VCT or Linolemn, where another underlayment would be required.
