Difficult-to-access supply shut-off valves. What’s with the cantilevered 2" X 4" thru the rim joist?

The 2 x 4 is just a 12" piece of wood with no function.

The 2x4 function is to fill the joist hanger. Unsupported pipes, looks more like a 2x4 joist with another board on top of it. Moisture stains indicate past leaks. Lots of expanded foam sealant. Is that a rusty nail holding the black wire to the joist?
