Not to familiar with California's exterior plumbimg, but I do know that if the basement is -5.5 feet at the roadway in front of the house and the sewer is -7.5 feet 50' up and -11.5' down the road, it has to be -9.16' deep directly in front of the house.
Since sh$%t flows downhill, I would presume that it is working, and I would not be to concerned with all these valves.
I would, though be concerned with the block retaining wall in the background and the grade at the daylite entrance to the house.

Yes, I did call out the retaining wall, naturally. However, the client was really concerned about the sewer valve situation as both he and I did not know what is going on there. I looked at the inside of the patio doors there and could not find any evidence of moisture intrusion from driveway drainage. There is a good sized channel running along the edge of the house to 4" area drain inlet and an underground line daylighting about 50 feet away form the house further down slope.
