Any idea why a roofer would put concrete landscaping pavers on the roof?
To hold a tarp down because it was leaking around that vent cover or whatever…

Satellite dish. I see them all the time on commercial buildings like gas stations.
This^^ Roofs all over this area have stuff holding tarps down while waiting for repairs after Irma. Saw a flipper use paving stones as a “fix” to hold down a metal roof repair. :roll:
Obviously after using up all his roofing cement around that chimney he needed some other way to repair the shingles whose sealing strips had failed and were flapping in the wind! 
I’m surprised this was not mentioned earlier in the thread…but yes I did recommend correcting the flashing.
