“13” must mean MS 13, Im not from that area, but Ive heard of them.
Mara Salvatrucha, popularly known as MS-13, is an international criminal gang that originated in Los Angeles, California, in the 1970s and 1980s. Originally, the gang was set up to protect Salvadoran immigrants from other gangs in the Los Angeles area. Over time, the gang grew into a more traditional criminal organization. MS-13 is defined by its cruelty (the gang's motto is “rape, control, kill”), and its rivalry with the 18th Street Gang.

7 burglaries in my town of Nederland, Colorado last year. About 1 burglary for every police officer.

I’ve been attacked (really bad/good once), shoo’d “occupants” away a dozen or two times and so on.
The good/bad comment was that it was a good/thwarted attack on their part, but a bad result for them. I think you heard the “thump” of them being gently “set” into the corner of the floor and wall from across the street.
Hehehe.
