Good Idea - Bad Idea

Why spend the money on a new 120V 200A Service panel when you already have a 3phase 200A 240V panel. A Handy Andy reconfigured this panel for 120V 200A service.

I only got close enough to it for the picture, I happen to notice it while visiting and suggested they hire an electrician to inspect the panel.

In an earlier life building had 400A 3ph service, the meter and main disconnect are still in place but they are dead at the pole.

Me thinks a 30A @ 240V breaker wouldn’t trip until around 60A @ 120V on a good day.

I may be wrong, but I’m pretty confident that would invalidate the UL Listing and probably violates a dozen or so building, electrical, and fire codes as well.
