I found a vent from a new construction house. I am wondering what is it for. I saw insulation inside the vent but can’t find the vent at the basement.

Common mistake in new construction. Used for cold cellar or sometimes a chase for the mast electrical conduit. It’ll probably get filled or sealed at some point.
