Exterior stairs

Do exterior stairs have to be attached to a ledger the same way as a deck?
And therefore these nails are not really enough?
Should I recommend to be attached with 1/2 lagscrews.

Where I am a landing would be required for exterior stairs over 3 steps, so there is that.
Check with the local AHJ, probably the same for them.

How are they being secured to the house? I see no bolts.
Those clip are not enough for the stringer. It should have stringer brackets.

The only exterior stairs that do not need a landing are a secondary entrance with three steps or less and door swings away from the steps. YMMV, you need to check.
The primary exterior entrance always need a porch or landing so the SWAT team has a place to stand before they blow the door down and rush in with their automatic weapons.
