Ummmmm I see a door sill and two stair treads.
What problem do you see?

First tread is 3" wide. From door sill to first full tread is about 12"

Every landing shall have a minimum dimension of 36 inches measured in the direction of travel. Exterior landings shall be permitted to have a slope not to exceed ¼ unit vertical in 12 units horizontal (2-percent). R311.3.1 Floor elevations at required egress doors.Jan 30, 2017

Safety Recommendation: Trip hazard. Does not conform to recognized building standards. Blah…blah… blah

I think I’d be more concerned with that DIY caulking mess and/or the probable lack of flashings at the concrete/house substructure abutment. Did you measure the moisture content at this area when inside?
