Who is in this area that knows about stucco, flashing and moisture barriers?

A lady contacted me and the codes official there is misunderstanding some applications.

I this concerning about 15 houses and the installation technique used to install Dryvit?
Tell them to give me a call. I answer the phone up until about 10:00 PM most of the time. Dealing with a rather large Stucco/EIFS case for a large group of homes in Philly now. I can see if I can help them out.
Our office also covers that area. Who is the builder?
I am not sure it is a second floor add on.
