Is this an appearance issue, or item worth noting?

I wasn’t sure where to post this, so I hope it’s in the right place.

I’m working on my mock inspections and am using a friend’s house for one of them. One item that I noticed is that the trim was treated with tung oil, but it was applied way too heavy. As a result all the surface of all of the trim in the house is tacky. Inspecting a closet, an item of clothing hanging on a hook on the back of the door was literally stuck to the surface of the door. The work was done about 10 years ago, so it’s probably about as good as it will ever get.

So, is this an item that would fall into appearance, or an issue that should be pointed out in a report?

I would report it as a concern for my clients.

You’re supposed to wipe it off after letting it sit for 60 minutes or so
