1 Service wire spliced off and feeding 2 separate meters (buildings). Does max # of feeders (1) apply here or only 1 service per building. First time seeing this application.
If you consider that most transmission wires feed multiple homes on a street I don’t see how this is a problem. It certainly wasn’t installed by an amateur. Looks ok from here.
This is a utility design issue. They commonly feed multiple building with one triplex.
The utility company can and will do what they want.
