Auxiliary Panel Question / Suggestions

Inspected a property that was built in 1989. Had an auxiliary panel located in a detached building. I recognized the neutrals doubled up, but was looking at the ground connection. Haven’t seen this before and was wandering if this was OK? Also if you see something else that is incorrect I would appreciate any comments.

An EGC is permitted to be connected directly to the enclosure (just like in a metal box) but it should not be attached to a wood screw that is mounting the panel to the backer board and the paint should be removed. Also I would check to see if those large bus terminals are rated for those small conductors. Then there’s always the question of the small feeder conductors being large enough for the connected loads. The current NEC would require that the panel be labelled for those pass through conductors as well.
