It does look odd. I would simply refer the client to the local utility company for any questions.
If the bare messenger is straight and not part of the coil then I don’t see a problem besides the whole installation being somewhat abnormal. Even so the drop is beyond the purview of the NEC so there probably isn’t anything that can be done about it.
I agree with Robert, but will add that the cable is not properly secured. The first strap should have been within 12" of the weatherhead and not more than 30" between other straps.
The weatherhead needs to be above the point of attachment. Also technically SE cable weatherheads are listed only for completely vertical installation.
