GFCI Breaker Partially Blocked/Filled

Can anyone tell me why someone would fill half a GFCI breaker? I’m not exactly sure what the white material is, and would love suggestions as to why this would be done. The circuit was labelled as the Master bath Jacuzzi.

What do you mean “fill half”? It’s wired correctly.

I agree with Jeff, probably a factory potting compound. I would not worry about it.

Thanks guys - I was wondering if it was a factory setting as well, and didn’t see a problem with the wiring either…just seemed unusual.
