Ground bus bar floating ??

Inspected house built in 2004 today. The electrical panel was a main service Square-D 200 amp panel, grounding was a rod in ground connected to the right side neutral bus bar and with screw bonded to enclosure. My question is there was 2 ground bars 1 on right side was connected to the ground rod and the other on left side of panel was floating (not connected to any ground rod nor the plumbing ground) Shouldn’t the floating ground bar to left be connected or grounded (found no open grounds in system) Does the bonding screw connect everything together ?? I hope the pictures will help explain

If I remember correctly the neutrals only float at a sub panel.

The neutrals always float. The grounding conductors can only be on the neutral bar in a service where the bond takes place.

Who painted the inside of the panel?

Its on the bus bars as well. Hmmmm
