Default Any ideas?

Any ideas regarding the oily build-up on the breaker & wires. Surrounding breakers & wires are clean. Commercial building - tire center.

Tell them to get them cleaned up. It's not unusual in dirty commercial locations.

Given the dust pattern around the CB it appears that the cover didn't fit properly around that 3 pole 40.

It looks like there are several different brands or types of breakers installed. Hard to tell which ones are correct for the panel.
