I guess someone changed an old 240 volt A/C receptacle. You can’t always prevent stupidity.
Strangely it wasn’t anywhere near an exterior wall. The MLS listing starts with

I agree house flippers can be the worst in terms of building code violations since seemingly profit is their number one goal. I blame it on too much DIY television.
