Default Plastic subpanel

I ran across a plastic subpanel today. It was very unusual but I couldn't think of a reason why it shouldn't be there. Am I correct?

If's a Listed & Labeled enclosure, installed as required and specified, then the installation is fine.
Looks like a GE panelboard, see them all the time.

Why it's there ..Only you would know..And should.
As it for being plastic, It doesn't matter.
I have one similar in my barn.
