Its a double tap. Not allowed.
If the panel is mounted sideways thats a no-no also.

A good idea when quoting some thing is to make sure you have the post you are quoting from in your post .

It's in the NEC. If you're gonna hang around a US based message board, you need to assume the discussions are US slanted and you need to search the US Codes for the answers to your queries.
