Default Shocking

At yesterdays inspection someone put tape where the metal cover used to be and painted it to look like a metal cover.

So I know the meter is property of utility company. Is the panel box their property also? May depend, down here everything is the seller's except the cables & meter.
Sorta like the underground feed pipe is the seller's property with the utility company's cables in it.

Around here the meter and box are owned by the POCO...still a safety hazard.
