Terminal Connector screw?

Should the wires be under the terminal connector screw and not pinched between the screw head and molded case?

That is an older style breaker. That is the way it is made. It was not a good design but the electrician should make sure the wire is under the screw.

The terminals on those style CB’s are designed for a solid conductor to go straight in without forming a loop.
