From inspection today. This little guy was near the water heater and softener. I am thinking an hard-wired carbon monoxide detector. Could not really find online.

Perhaps a water leak detector or alarm?
That was my first thought by no wiring for the remote sensors are visible and they should not be inside the j-box.
It looks like the timer/reminder that comes with GE whole house water filters. It blinks a blue light to remind you to change the filter. Push the reset when you change the filter and it will remind you again in six months.
