I have been looking through everything and can not find documentation about this… what is your opinion???

I don’t know if this is going to help since this is my local gas company requirements.
You can check with your local gas supplier for your area requirements:
Here is what I found:
Gas meters shall be located:
- In a ventilated and readily accessible area.
- At least 3 feet from sources of ignition (including electrical circuit breaker boxes, meters and receptacles) or any source of heat that may damage the meter for inside installations.
- A minimum of 12 inches above ground for outside meter installations
- Away from obstructions, such as downspouts and windows.
Now what does this mean? To me is what you are seeing there is somewhat " acceptable" install… Sure maybe not best possible way of having a gas meter installed but I bet it was there before the appliance was installed right?
I say check with local gas co to confirm but other then that it just maybe acceptable.
