Is it ok to run copper pipe on top of concrete as in this photo? If it’s ok to be embedded in concrete why not on top if it is not in a vulnerable location?

Your question is addressed in the IRC (2015) P2603.3. Also when would the placement of any water distribution pipe directly in a walking path and unprotected be proper?
BTW you might want to call the ICC and have them check your certification listing for “Int. Code Council Building Inspector Certification #5214502-10”. The certification odes not appear to be current or they have made an error in updating their system.
