Default Fiber Glass Tubs

I did a one year warranty inspection and found "soft" areas along the bottom of the tub. I told my client about all the issues if the tub was to crack. The client complained to the builder and when they pulled the tub they found the plumber had poured portland cement to set the tub on but did not add water. The tub was just setting on the cement.

Any plumbers out there that can tell me the proper way of setting a tub like this?

You set the tub in "wet" mortar, that you have just mixed prior to setting the tub.

Hope that was not the builder and just a dumb plumber.
