Can you identify this?

8" diameter in the middle of a new build poured basement slab. Stub-outs for a future bath are nearby, The X in the bottom won’t budge - though it looks like it’d screw into place. Also visible off to the bottom of the pic is a flush cover plate.

There is no testing without removal and cleaning the unit. Not something a home inspector would be doing.

I concur with Stephen. PVC commercial backwater valve.

I open residential backwater valves when I can. Typically/usually the cap at the bottom of the riser is recommended by the manufacturer to be installed hand tight for routine maintenance.
