Multiple supply stubs

Why would there be three extra plumbing supply stub out under this sink? It was in the master bath and the furthest fixture from the water heater. Could it be for a circulating system? This is new construction, the water heater is tankless and there doesn’t appear to be any piping at the water heater for a potential circulating system.

Possibly the tempering valve rough-in for tub/shower fixture. (Hot, Cold, output to fixture).
Around here, they are located in the vanity of the master bath.
