Power shot vent assembly

Questions???

Is there supposed to be a fitting at the intake of this power shot vent??

Something seemed differant than usual.

Was talking to a repitable plumber and this was a normal install for an older tank 1999. Since then have changed, like yours. Just seemed odd. Must be me.
