Regulator for natural gas cooktop?

Today I got a call from a client that I did a home inspection for, she stated that when the gas company came to turn the gas back on in the home she bought they tagged the natural gas cooktop stating that it needed a regulator installed. I went and took a look at it and the burners were working fine, no flare up or uneven flames. I would just like to know if you look for regulators on all gas appliances that you inspect?

Because of the lack of space directly under a cooktop, builders will sometimes put the regulator in the cabinet space next to the cooktop or somewhere in the cabinet below. They are usually there, just hidden someplace.
