Default tpr valve

hey guys

just looking for some info, did a new construction inspection and the water heater is located under a set of stairs on slab in middle of home tprv is terminated into abs drain line, wrote it up as it should terminate to exterior wall , realtor told client that since it was in the middle of home thats how they do it and it is passing local code inspections, I read the code my question is what is a indirect drain ?

Client has called me for a 1 yr warranty just want to cover myself
