Can anyone tell me what I’m looking at? I found this valve under a bathroom sink it a Sacramento California condo inspection.

What is a reducing valve?

they are installed after the main shut off and the backflow preventer
to save water usage and prevent high water supply pressure problems which can damage appliance and valves, installed on community or public systems.

why would a trap primer be installed on what appears to be a supply line?

I would lean towards a trap primer, is there a floor drain anywhere close by like a utility room or laundry room?
